need help with a build

hi guys, I am very new to computers in general as Iv only been around them for the last 4 years. So building computers, Iv just recently heard about. Currently my computer is a compaq (750 MHz and 320 ram and 19gb hard drive) the things im looking to do are:
video/picture editing
downloading (bit torrent)
burning dvds
very little gaming (if any)
msn
security survallence
im very unsure on the motherboard and cpu (not sure about AMD or intel, but i do know that dual core would be the way to go because of multitasking)

if you guys can help me out with this ill be able to build on that and then ask more questions ;)

Go with bold if you can afford it, and an ASUS P5B which is 50 bucks more, if you can afford it
 
Iv also hear that one should wait because of vista (till mid 2007) supposedly vista needs more power then xp. So should i wait then?
