need help with log on after deleting user account

XP 32bit SP3

I was cleaning my brothers computer that had a bunch of viruses.
I deleted his user account logon and was going to set him up as administrator with no logon prompt.
After doing so I rebooted and still ask for user logon and password, this is after I unchecked the box for the prompt.
When I try to logon as Admin. and no password it fails even in safe mode.

If reloading XP isn't a big deal, then I recommend that. If you want to work with what you have, take a look and let me know what style of logon you have at the moment.

It's the Win2000 logon. thanks for your help but I just pulled the HD out to and connecting it to my PC to save my brothers files then reformat.
