i found the answer and it was in my computer all along.
i found thotkey.exe at c:\program files\toshiba

i just ran it and now my Fn key is working thank you.

next i need to find the answer to the touchpad scrolling

touchpad scrolling is a utility combined with the driver for the touchpad. dell uses "Synaptics" and its pretty straitforward, when my dad gets home I will look at what toshiba uses.
