Need Ideas Please

Im going to be spending 500 - 600 and was wondering what I should get to up a little speed and alot for cooling. My system specs are in my sig and my current case is a antec p182 with the stock fans and a asus arctic square as a hsf(NOT WITH AS5). My CPU temps at idle are like 46C and go up to almost 70C. I wouldnt mind watercooling at all since ive use to have one. Just want to know what other people would think is the best way to lower temps and improve speed. *im looking forward to watercooling but my old swiftech h20-120 didnt do anything last time, The temps were a little lower than now but not by much*

CPU is a q6600 oc'ed to 3.0
EVGA GTX280 graphics card
EVGA 790i mobo
OCZ Reaper ddr3 1333 RAM
Western digi 7200 rpm 250GB SATA

well a cheap and great cooler is the tuniq tower, its relatively cheap and you can save up a bit to buy a better WC setup then a cheapo swiftec one.
 
Eliminator/Freezone not that great for quad cores. Freezone Elite is the only one i would even think of using on a quad core processor, and even then its way overpriced for what it is. If i were you id save my money and build a nice watercooling setup. Get a cheaper cooler like a TRUE, Xig S1283 or tuniq tower, and save for a nice dtek fusion v2, MCP 655 pump, and a triple rad.
 
Meh, thermal electric seems to be more used in a commercial environment. Something like a Thermalright or Tuniq would yield the same results.

In my view there are three types of cooling: air, water, and phase. Other than that, I wouldn't go with anything that might seem prototypical.

Personally, I would go with a nice air cooler. Maybe a Xigmatek HDT-S1283 cooler...
 
TEC is hot! I mean HOT! When I did it I needed a power supply just for the TEC device. Did I say it was hot? It was freaking on fire. But it cools like an absolute monster.
 
I'd go to work on ambient first. I believe you've got an empty fan slot in front. I don't know how much air the stock fans are moving, but if you were to upgrade the three existing and add a forth, you should be able to bring the ambient down quite a bit. That plus a good air cooler should knock a bunch off your load temps.
