Need new laptop

I currently have a Macbook Air that is two years old. I've decided to go back to a Windows machine as this Macbook just doesn't work for me. I do a lot of web browsing and watch some Youtube videos. I don't use it to stream Netflix or HD movies or anything like that. I do like to play Cities: Skyline but my Mac just can't seem to handle it. I don't need a touch screen or a convertible but wouldn't turn it down if the price is right. I would like decent battery life and at least a 13" or larger screen. I would like to spend no more than $500. I'm just not sure what specs I should be looking at to run my game. I could go by the system requirements on the game but I really don't know how to compare graphics between laptops.

You won't find a laptop which meet the min requirement for video card for $500. double that budget will do.
 
I can't believe it would take a $1,000 machine to play a city builder game. I've seen laptops with dedicated graphics cards but I'm not sure how to compare them. I don't know how to figure out what is an equivalent or better card than the requirements.
 
Most laptops with a dedicated GPU have additional complexity in their design. As a result you end up paying a hefty premium.

You could 'try' to utilize one of the APU builds like with a FX-7600P but they're typically crippled by slow RAM in a single channel configuration and it'd also stretch your budget a bit more.

I have seen a laptop like this http://www.newegg.com/Product/Product.aspx?Item=N82E16834314807 but I have no idea if that graphics card will play the game I want to play or how to compare with other video cards. I read the reviews and people have said they played WoW on it so I imagine it can play cities?

The min requirement is 5670 or GTX 260, from the link you provided.
According benchmark, those 2 faster than GT840m.
