well with that budget you can get something nice, but i'm guessing you don't want to build it yourself, save a lot of money and get way higher quality parts, otherwise i'd look at alienware, falcon north west, and a couple other brands like that, really anything other than an hp, but for the others, i'd recomend buying it and upgrading the ram and gpu yourself cuz they charge the retail price to upgrade, not the price minus the value of the one in there, but building it yourself will work out better.

I would advise against getting a pre-built computer, especially for your uses.
Your main concern is CPU and RAM. The only requirement for your GPU would be OpenGL, which most cards nowadays have.
I would suggest an Intel i7, about 4-8GB of RAM, and an SSD for the programs.
Do you think you can build it yourself? It's not that hard and there is a huge resource of knowledge at these forums.

Problem is he's buying it for his boss. It's generally not a good idea to build a computer for a company as they'll be no support for it.
Either way, it sounds like you need a workstation computer. Basically look for a quality brand workstation computer with a Core i7 or Xenon processor, 6 or 8 GB of memory and a nice workstation graphics card.
