Need some good Web Filtering

Hi guys, got a 11 y/o Disabled sister, I have the social around quite a lot for her and they need me to have my sisters computer filtered up as much as possible.

I've so far got windows 7 and the live essentials pack on there which has web filtering.

This blocks a lot of things, but the social workers seem to keep finding loopholes, then report them and try to get my sisters computer taken away.

My dad's willing to pay some cash for a good program that'll give my sister a bit more protection, I've told the social what's on the computer right now to block stuff but they don't seem too convinced..

I need some software thats good at what it does, thats customizable so I have stuff to actually show the social, proof that I'm blocking inapropriate content for my sister.

Any idea's?

You could try some programs like CyberSitter or Net Nanny. I grew up with Cybersitter and it's quite secure and very good with the filtering.
