need some help, think mb is dead???

here is the situation. When you plug the computer on their is a red led light that comes on the mb, i dont know if this is normal or not because its not my pc. However when you press the power button to turn the pc on you can see the cpu fan just rotate about 1/8 of a turn then stop.

The red light still stays on the mb, but the power led on the back of the power supply shuts off.

I have tried swapping out the power supply, I complety removed everything attached to the mb ... anything in the pci slots and basically tried powering it up with just the mb and cpu attached. I still get the same results. I have even tried removing the cable for the cpu fan just to make sure that was not shorting it out...

anyone have any ideas at all here?

I think the mb is fried, but cant be too sure, nothing looks out of place, not poped caps or anything...

For testing a board you need to set on a non conductive surface with not only the cpu but memory and video card in and the cpu fan is required to be plugged in by most boards made. The cpu fan is monitored.

Generally the red led points out not having enough power like a bad supply which you ruled out already. Did you remember to plug in the 12v cpu feed? That's a small four wire plug that plugs generally near the cpu socket.

If you had all connections even the small wires for the front or top panel plugged in correctly and no loose contacts inside the main or cpu power plugs you likely received a bad board. You can still have a bad cap or two and not even know it simply being defective and not one that blew out or leaked on you. In fact the newer boards coming out now see solid state rather then the liquid type.
