need some info on diasbling comp to access net

heres what it is.

i have a computer running windows xp sp2.connects to internet through a cable modem via ethernet connection.

iwhat i would like to do is disable the computer from accessing the internet in any way so that no one could use it.

i can do this through my firewall,however the 'other person' realised this and simply changed it back allowing iexplorer to access net.

i dont want to play with the modem connection as they would simply contact the isp to fix it.

is there a way that i could stop the computer from accessing the net by say removing files that are used to run it,ie delete 'program folder' for 'internet explorer' and nothing would run at all internet wise??

i also thought of running another firewall hiding in my system to disable it,but they pop up when a request is made,and would show up on add/remove programs etc!

basically i want the computer not to access the net in any way whatsoever by removing ?????????????? so that it wont run.and it wouldnt be found out easy so no one could redo it.

You could block the port for IE in the router, and put a password on the router.
