Need to buy OS if building a computer?

Yeah, you should wait. If you want to use your computer in the mean time, Ubuntu will work-but not for Windows games.

As windows is a far better choice for pc gaming the correct answer is Ubuntu will not work with a portion of pc games. Under Wine or PlayonLinux (wine made easy, not like wine was hard anyway) a lot of the major titles will work on there.

Not to mention the hundreds of games that are only on Linux anyway.

You better start to like Linux cause windows is starting to use a lot of it's ideas anymore, soon it will be just another distro (but cost a lot of money). Plus there is nothing wrong with any OS depending on the user.

I just didn't like 7, it just felt like windows XP and windows Vista smashed together with a few extra's in it and that is all, and still bloated like hell cause windows keeps to many usless features.

Home Premium will work for you. Ultimate just has extra features like Media Center and some other things I'm not sure about.

Home Premium has media centre, too.
Ultimate lets you work in 35 different languages and there is an XP compatibility mode where XP pops up as a window in the GUI. I think.
 
There is no reason to get ultimate over home premium, the extras aren't worth the extra money, you don't seeany difference between them.

If you can't afford it yet, you can use this time to explore the world of free operating systems. Ubuntu has been mentioned, not surprisingly as it is the "main" Linux distro for home users, but if you look at the OS section here:

Can also cut down prices further with the free software if you were planning on buying office software and antivirus and other stuff that you don't have to pay for
