There is no upgrade from Visa to Windows7 there is only a fresh install.

The edition you have found is a student edition, you have to be part of an academic academy that supports a student software scheme to purchase it.

As for where to buy it for cheap, all on-line stores are roughly the same price.

im a college student at umcp. when i try to buy it, it say it is "Microsoft Windows 7 Professional Upgrade - 64 bit", it is a upgrade, but i can still use it to install on my new pc right? i just want to make sure.

Right, in that case it may be an upgrade from Windows 7 Home to Windows 7 Professional.

As far as I can see the site suggests this is a full version, however they will email you instructions on how to purchase the software. As I don't have the link, I cant really comment on its validity.
 
typically how upgrades work is you will need an OS already installed or the CD and original key perhaps for a full version os that is capable of being upgraded from. thats how it worked in the XP days at least. hope that was clear
 
it is an upgrade. i know because i bought it.

it looks for an OS already installed, in my case XP. it puts it in an old-windows folder or something.

so, no it wont' work with a 'new' build.
