Nero Partition Magic

I currently have a partitioned hard drive, but I'm not really sure how I did it, it was a while back. Anyhow, my D:/, the main drive, is critically low on space and I want to be able to "give" about 10gbs from the C:/ to D:/. Would I have to use Nero Partition Magic or a similar program, or is there any way to do this is in the BIOS or something?
 
With Partition Magic you are able to transfer free space from another partition, so if you have more than 10GB free on your C: drive, then Norton will allow you to do that.

And no, there's no BIOS option for that.
