The biggest problem is my pc feels supper sluggish when I am simultaneously downloading, extracting huge amount of zip files and transferring files to the external drive. All of this with less than 10% CPU utilization! Current CPU is Ryzen 9 5950x

Pls tell me if I can do better with what I have below. ( I think I will Move my Ryzen 9 to this build and use Ryzen 5 for the old pc)

New build list: $800 excluding GPU. (Mobo and PSU on sale.)
CPU - AMD Ryzen 5 5600X
MOBO - ASUS AM4 TUF Gaming X570-Plus
GPU - RTX 3070
RAM - TEAMGROUP T-Force Xtreem 16GB Kit (2x8GB) 4800MHz
SSD - SAMSUNG 970 EVO Plus SSD 500GB (Get 2 for Raid 0?) Not worried about data loss
HDD - 4 x Seagate BarraCuda 2TB in Raid 0 (not worried about data loss)
PSU - EVGA 750 BQ, 80+ BRONZE 750W

If your utilization is only at 10 percent, a stronger CPU isn't going to do you any good since you're not even stressing out the one you have now. Is one specific core working harder than the others? Any of them maxed out?

What's the exact workflow you're doing?

Transferring to external drive how? Via USB? If so, you could be having File Explorer getting hung up because of that process being throttled by the USB bandwidth, even if it's not pegged on the processor.
 
I don't really see the point in downgrading as opposed to identifying the current issue.

What kind of external is it?
 
not so much of downgrading. I am going to use my Ryzen 9 in the new build and use the Ryzen 5 in the old pc.

I figure my problem can be solved by getting a Gaming mobo and Raid 0 the 2 nVME drive as apposed to single nVME drive in the old pc.

Also I will be putting 4 HDD in Raid 0 for better speed compare to single HDD in my old build.

I don't know anything about mobo so my thinking was a Gaming mobo may provide better bandwidth for what ever I am doing.

PS: do I need 32GB RAM? or is 16GB good?
 
You're not answering the fundamental question. How is this external hooked up and what is it exactly?

Throwing expensive parts with big number at it isn't going to do jack unless you actually know the cause. During data transfers, you're only as fast as your slowest piece.
