new build? easy fix? what do i do?

Ok so my specs are in my sig.
My computer will not boot up. It had a 550w psu and i bought a 450w one last night and it still shows no sign of life. With the 550w one the fans turn a little. I am not sure what to do. I am ready for a new build but i don't know what is trash and what is good so i can part it out! I am just lost here. I am hoping a mobo guy can help me out here and let me know if this sounds like a mobo issue or not?

What exactly does your computer do when you hit the power button, literally nothing? If so, then it has to be the motherboard (if it isn't the powersupply).

With the 550w power supply when i click the power button, i get some sign of life, the keyboard light comes on and the led's come on around the power button. Also the fans turn a little. With the new 450w psu i get absolutely no sign of life. When the psu is switched to on from the power switch on the back, i get a green light on the mobo and that's it. I get no sounds or anything when i click the power button. I get no post beeps with either psu.
 
A bad CPU would still allow the fans to turn, and the harddrive to spin up. It's wierd that the new PSU does less than the old one. Are you sure both power supplies work correctly?
 
Still very lost on what to do. Any ideas guys?:confused:
Maybe i can just ebay everything i don' want and offer a return if they do not work?
 
Is there a way to power my computer without a power switch? I really don't think it's the power supply which i am testing tonight. I really hope it is the power switch!
EDIT: Can someone show me a guide or tell me exactly how to jump start my computer with a knive or whatever?
I am going to try to power it up tomorrow after work.

Take the wires off the Power Switch pins that goes to the motherboard. Then just use a jumper to connect the two pins, or something small enough to jump the two pins together. Dont touch any other pins.
 
I just tried to jump start my computer with the new PSU but i get the same thing pretty much. I touch the wires really fast and the blue light comes on, on the power button for a second and that's it. Fans turn a little bit but not even a full turn. I am going to try my other PSU but i guarantee it will do the same thing!!
Any ideas??

Edit: Still get the same thing.
What could be wrong? does it sound like the mobo? If so then i am ready for an upgrade. What involves in changing a Mobo? What would you suggest? I want something new and up to date. Unlike my Pentium D. lol. I need something that can handle a load. Sometimes i do a lot of things at once.
This is If i need a new mobo.

what should i do?
Someone told me that it might be a compasitor that blew? They said if the cylinder is popped up it's blown.
I am not sure what to do.:confused:
If it is time for a new mobo can someone refer me to one that is good? I want something up to date and like i said something that can handle hyper threading and a load at one time.
Also i was told that i would have to re-install windows because it takes a imprint of your motherboard or something like that. I don't know what to do there because i don't know how to re-install windows nor do i have a windows disc.
