New Build (mostly) Win7 32-bit - WEI keeps giving errors

Just rebuilt my partners Dell Inspiron 545 so that any trace of Dell (pretty much) has gone!

New kit:
Gigabyte GA-EG41MFT-US2H (BIOS updated to F7)
Gainward GeForce GT430
500w PSU
4GB Corsair DDR3
Original CPU is an Intel Q8200

We were having issues previously with what we assumed was the onboard graphics chip on the Dell motherboard (Intel G31), hence why it was swapped out as we wanted to get a proper graphics card anyway which involved getting a new PSU and Dell love their proprietary stuff so the PSU wouldn't work with the standard Dell mobo.

Ok, now that that's out of the way onto the problem. With a fresh install of Windows7 I wanted to run WEI to see how the new hardware stacked up against my own PC. Now before any drivers were installed the error we were getting was in reference to the Kernel Logging service needing to be stopped. I assumed this was to do with the fact that certain drivers were missing so made sure to install and the mobo drivers, the latest nVidia drivers and for good measure updated the mobo BIOS as well. Windows has done the latest updates as far as I can tell so is as safe as it can be.

Having re-run the WEI now, the message comes up as follows:
"Could not measure video performance"

I've attached the logs for anyone who might know what they're looking for, I think the key line in there is "206514 (2388) - common\testoutputstreams.h:0072: ERROR: Win32 exception thrown: mfplayer.cpp @ 408 (Media Foundation: resolving topology): m_pMediaSession->SetTopology() failed (code 0xc004f011)"

Anyone have any ideas and thanks in advance.

ps. I have done a search on various other forums and followed the various suggestions of checking the drivers, BIOS version etc are all the latest and on the advice of one even running WMP in case the codecs needed to be embedded or something and nada. :(

Edit: As part of this, we're also unable to load any 'Aero' portions of Win7 or even something as simple as assigning a desktop background seems to strenuous, its very odd...

Doesn't help the fact that Aero doesn't work or that we can't assign a desktop background. Whatever the issue, I'm sure all of these things are connected...
 
Not familiar with either Win 7 or NVidiot cards. Me I use ATIdiot stuff. Giggle Bite on the other hand, I have had some run-ins with. You say you had issues before then changed the mobo and graphics card if I understand you correctly. Same RAM in both setups ? If so then it becomes a suspect. This little I know :

ive been hearing alot of prblems with Corsair xms series not holing up to the corsair name, now the dominator line sure, but ive always felt g.skill holds its own against that as well for less money

To access the SECRET (Not mentioned anywhere in the Bios, - though it is in the mobo manual), RAM Timing Settings on some "Giggle Bite" boards, enter the bios, and enter the (un)"Intelligent Tweaking" section, then press "Control F1" then hit enter. That should bring up your RAM Timing Settings, which :

1) You can check to see if they are right; and
2) As an experiment, try raising the first setting by 1. That solved a lot of problems on this machine. The RAM was defective and would not support its advertized settings, though it worked fine with that modification to the settings. Wound up RMAing it.
 
Memory was swapped out (old mobo took DDR2, new one is DDR3). Honestly don't think it's a memory issue though as games run and play perfectly well.
