New Build Problems

Hey guys, i've recently built a pc with stupidly over the top hardware for no reason other than cause i can.
The specs go as follows:

Motherboard:
ASRock X79 Extreme9

Processor
Intel(R) Core(TM) i7-4930K CPU @ 3.40GHz

Video Card:
NVIDIA GeForce GTX 780 Ti GHz Edition

Memory:
32GB Corsair Vengeance DDR3-1600 CMZ16GX3M2A1600C9

Optical Drive:
ASUS BW-16D1HT SCSI CdRom Device

Power Supply:
Corsair AX860i

Storage:
Samsung SSD 840 EVO 1TB (OS and important apps)
WD Black 3TB

Sound Card
Creative Sound Blaster

Cooling:
Thermaltake Water 3.0

Network Card
ASUS PCE-AC68


Peripherals:
Razer Ourouborous Mouse
Logitech G710+ Keyboard
Asus MX299Q

OS:
Microsoft Windows 8 (build 9200), 64-bit

The problem that i have is that whenever I start up the pc, the actual pc and fans light up then around 5 seconds later the mouse keyboard and screen light up. What do you guys reckon the problem is?
 
Been looking online, try reseating the ram. Take the sticks out and reinsert making sure the clips snap in place.

rams seem to be seated properly with matching sticks in matching slots. I took them out wiped them and put them back in. No fix. PC also reads 32gb ram
also, rate my pc?
 
It is called loading the bios. it normally takes about 5 seconds to load it and check cpu,ram etc. nice build but it is a bit overkill. 16gb would be sufficient for heavy video editing. You could have put the saved money into faster RAM. The ssd, 1tb is nice but other than the operating system a HDD would be fine. Could have put saved money into another 780ti which would prove much more performance than the ssd on games.
