CPU: I recommend Phenom IIx3 720
Mobo + Video card: Currently they worth around $130 with both.
ATI 4650 with AMD 770/ 785G mobo would probably a better spend.

Soundcard: ASUS Xonar DX is better, but slightly more expensive.

DVD burner: why do you need an external?

Do you need a wireless card/ adaptor?
