New computer issues

Hi,

I just purchased new desktop and am having a few issues with it.
Wanted advice as to how best to proceed.

Specs
PRYON-7435-SSD
Intel Core i7-4790 3.6GHz/4.00GHz 4 Cores / 8 Threads
120GB SATA III Solid State Drive
3TB (SATA & &200 RPM) HDD
nVidia GeForce GT730-4GB PCi-E Graphics Card
Windows 8.1 64b
I am using a 32" plasma TV as a montior

Problems are

The two usb port on the top of the case are not working (all supplied software had been installed and updated)

Wireless mouse (Microsoft Wireless Mouse 1000, supplied with computer) gets laggy only when some software is opened.
eg: when I open Chrome, it gets jumpy and laggy and if click on resource monitor it has spiked at very close to 100% when the program started.

Is the cpu spke a concern given the specs?
Also wondering if I should just return the thing on general principal given that the usb ports aren't all working.

I work for the store where I purchased it from (in a different department) , so I obviously got a great deal on it.
Obviously the USB's not working is an issue, but I right in assuming that with the specs of this computer there should be no mouse lag when opening programs?

On the screenshot below the first spike is when task manager was opened and the second when chrome was launched

It's new, you have the install disc. Reinstall Windows and see if that helps. On a different note. You haven't said what you use the computer for. That graphics card cost $85 and may have problems out putting to your plasma, If you are a serious gamer, then that card is not the one you want. The USB not working is typically hardware problem as in the cable is not type on the USB header on the motherboard.

Is Pryon 7435 the name of the computer, I thought they quit making those.

What do you mean by the CPU spike?

120 GB SSD, what brand?

If something does not work correctly, then a good price is not a good deal. Just something to think about.

The computer is to be used for day to day activities (not gaming)
I know it's kind of a gamer computer, but I do a lot of work on InDesign and Photoshop etc and other programs which used significant resources.
I use my computer for my business, quite a lot.

Pryon is the name of the comp, maufacture date 2014

The screenshot of the resources is what happened exactly when the mouse got laggy.
ie: when the graph hits 100% it bogs down.

I believe the SSD is KINGSTON SV300S37A120G

I have no problems returning it, if that's what is best.
I know enough to get my way around this kind of stuff, but certainly am no expert.
Just need to make sure these are 'tweaking issues'
 
Here is what I would do. For the weird thing if the manufacturer had forgotten to attach the usb header to the motherboard, open the case and see if the cable is attached to the correct port. On a motherboard there are usually a couple different usb headers to attach to, but on an OEM board, there might not be.

Try a wired mouse to see if the wireless mouse is the issue.

If you can't figure out the mouse and usb ports then take it back.
