New computer? or new hdd?

i wanna add linux to either a new, low budget, good performance computer.
or a harddrive.

what are minimum specs for a low budget computer?

Well for Ubuntu You would need at least 256MB RAM, 2.5GB HDD and around a 1Ghz CPU I think, but I would diffenetly just add a seconed HDD to your curent computer.
