Hello,

I am wondering, can you make your complete domain, like internet domain (www.domain.com, for example) without having to pay domain fees? Like can you create your own domain by yourself, without having to go through a website, where you will have to pay for domains?

No you cant. you can get free subdomains for particular hosting sites and also free redirects. .da.ru is one based in russia.
 
PPrice of domain is very cheap. about 6$/year at name.com . use you creditcard
I think you'd use your own domain better subdomain
 
Nah you can host your own server.

You'll always have to pay for a fee, but if you create a dedicated server with a static IP you can host your domain but for that you'll need to pay your ISP usually.
