New Gaming Rig

So, I've decided I want to learn more about computers because I want to get into gaming. I'm over the consoles. I know basically nothing about parts and hardware. I have looked into PC companies who have it prebuilt for you, but I feel like I want to try and build one on my own. Problem is I don't know how to, so I will have to watch lots of youtube videos. This is where I need help, I hope anyone that looks at this can give me a good setup including a monitor. (I already have my keyboard and mouse picked!) So, on the monitor and tower itself, I have a budget of $400-700. (Can go over but main GOAL is to play fps games on high settings. I.E. Arma, Battlefield, Counterstrike.) Thank you so much for any help, advice, or comments you give me! I appreciate everyone and am open-minded.

This set up would allow you to upgrade to better CPU & Video card when you got extra $$ in future.

I would forget the DVD drive and install WIndows via USB, and drop the cooler and just use the stock cooler. That saves around $35 which should be spent on the GPU to get the R9 270 which is faster than the 750Ti.

The main reason of my suggestion of $18 cpu cooler due to intel G3258 is overclockable.

$15 DVD drive just make life easiler when needed. Although it is not necessary nowaday.
 
No one needs a DVD player these days, really, and thermal issues aren't a big deal. Many have got the G3258 to over 4.5GHz on stock cooler...
