New graphics card or new PC?

I got a copy of project cars the other day and noticed I have to turn down the graphics settings to low to be able to play it with decent fps. I have an ati 5770 1gb graphics card, 4gb ram and intel core 2 duo 2.93ghz. If I upgrade to a 2gb card would I be able to turn up the settings with good fps or is it more a CPU issue and time to get a new PC?
 
Probably new PC. But I would suggest you wait until new Intel Skylake CPU release.
At the mean time, you could upgrade your GPU.
 
C2D is pretty dated at this point, I'd upgrade the whole system.

That being said, the Radeon 6970 in my HTPC choked pretty hard on CARS as well so it's kind of a demanding game at higher settings (therefore you'd really be looking at a newer setup).
 
As beers said, if you're wanting to run Project Cars very well you'd need a whole new system.
