new laptop question

I bought software for my desktop computer a year ago. Now I bought a laptop. Do I need to buy new software for that even if I am getting rid of the desktop?

If the desktop have retail version MS windows, I believe you can install in different machine if you get rid of desktop?

there is a case in italy manage to get MS refund for unused windows. I would assume that apply to EU, not sure the rest of the world...
