New (Old) computer not working

I just bought some parts to upgrade my old gaming to use it as a media pc. Here are its specs:

HDD: *160gb 7200 RPM IDE* (don't remember what brand it is)
PSU: 400w OEM, unbranded
CPU: *core2duo e8400* / P4 630
MOBO: EVGA 122-CK-NF66-T1 LGA 775 NVIDIA nForce 650i Ultra
RAM: *Patriot Extreme Performance 1gb ddr2 800mhz PDC22G6400LLK (4gb total so 4 sticks* / Samsung 1gb ddr2 667mhz M378T2863QZS-CD6
DVD DRIVE: Don't remember what brand it is, don't think it matters.
GPU: X1950XT/X300/hd 4350 <-- I have all of these so I listed all of them as an option.

I am going to buy a new psu and a new gpu as soon as I know the computer works.

The things with stars around them are things I purchased recently to upgrade the computer. The things without stars around them are things the computer had ever since it was built.

The problem:
When I turn the computer on everything seems to work fine visually (the fans are spinning, LEDs light up, no beep codes) but nothing shows up on the screen, it simply stays black and doesn't even light up for a second. I tested the computer with the old parts and the new parts and it does the same thing in either case. The computer was fully functional about a month ago when it was used for a lan party with the old component configuration. I have no way to test if the new components are faulty since I have no other computers compatible with them, but I am almost certain that the old ones work since they were fully functional just a month ago. The only thing I would suspect to be broken is the motherboard since for the past month it was sitting on my shelf gathering dust instead of being wrapped in anti static packing and being safely put away in its box. Sorry for the cruddy specs but I don't have the computer with me right now so I can't give you exact model numbers of some things. Any help regarding what can be going wrong much appreciated.
 
Yeah maybe it's the motherboard. Have you installed the brass standoffs which the board should sit on? It sounds to me like the board might be shorting on the case.
 
You got the 4 pin CPU power connector in? Try with one stick of memory. Have you tried all three video cards? A 400W OEM PSU is pretty much crap. Hook a motherboard speaker to it and see if you get beeps.
 
Yeah I did all of these things and no luck. The computer worked on that psu so I don't thing it's the problem plus I tested it in a different system and it works. I did put in the standoffs and then I actually tried running it outside of the case but still no luck. Ram, same story I tried many different configurations. Now that I think about it I might have plugged the speaker into the wrong thing, I'll have to look at the manual and see where it goes.
 
Yeah that's not a bad deal if you really must get that PC going. Don't spend too much money on old hardware though.

Unfortunately it seems like decent boards don't go below $50, which is a lot for something that old. Might as well add $10 and have SLI.
