I will use the PC for games, graphic design, cad design
would someone please check the compatibility of the components

I feel i am competent enough to assemble the pieces but my proficiency with computer hardware ends there.

Not bad at all, but the GTX 550 Ti is a rather average card. You really want a GTX 560 Ti or better. You could go for an AMD card. HD 6870 or HD 6950 to get you started.

that psu is overkill for that unless you plan to add a second 550ti later on. unless overclocking the cooler is pointless and it would be better to put that money towards a better gpu like the ones mentioned above, and the cooler can be added later but right now i think the gpu would be a better investment since it would be a lot more to replace or double to get more performance.
