New PC won't boot

The new parts i ordered over the internet finally arrived today, i opened the package, installed everything, pressed the power button...

... and then i heard the sound of a pc booting up, the fans were rotating and then, suddenly everything fell silent again. :mad: when I pressed the power button again it was all the same, over and over again. What the hell is going on? This is my system:

ASRock K7VT4A Pro Motherboard
AMD Sempron 2300+ CPU
550W Power Supply
512 MB 400 MHz DDR
MSI RX9550 128MB Graphics Card

Can someone explain why this is happening, this isn't the first PC i've built but this time I just don't know what i should do now. Help, anyone?
 
all fans (Power supply + cpu + case) are operating each time i press the power button. But they only work for about one second...
 
If this is your first boot, you may need to take off BIOS jumper on the the motherboard. try that. It's in the motherboards installation manual.
