New Toshiba Laptop 2.8 Gb Ram Usable?

This week i was given a computer job to speed up a laptop. The laptop was new so i thought what could possibly be slowing it down. After looking at the windows 7 32 bit OS I discovered that 2.8gb memory was only being used with the other 1.2 gb being used for video card memory. I think this is very disappointing and if i was to buy a laptop for $800 i certainly wouldn't want to boot it up to find that 2.8 gb is only being recognised by Windows 7 and the rest is being shared with worthless onboard video memory. Lift your game Toshiba.
 
2.8 gb of memory is still enough to run windows 7 nicely. It may have too many programs running at bootup, I'm sure you can disable most of toshiba's utilities. All OEM's are bad about having their programs and utilities run at bootup. Also usually you can go into the bios and change how much memory that can allocated toward the video.
 
Thanks for the reply, in the cleanup I done for her I removed alot of OEM rubbish software that always comes installed on new computers which also included disabling startup programs. I checked the bios and found it was very limited and did not have any option for changing the allocated video memory of the video card.
