New widescreen, can I adjust aspect ratio to make films fill screen?

I've just installed a Samsung pebble SM 2232BW 22'' widescreen monitor. I've noticed that with some films downloaded via bittorrent, and some from dvd's. part of the picture at the top and bottom of the screen is cut off. Avoiding this was the main reason I bought a new monitor! It's not the case with all films, but can I adjust the aspect ratio or some other setting on the monitor, through windows, or through a playback program such as winamp to make the picture fill the whole screen? Perhaps the aspect ratio? (Although I've tried this)

It should auto adjust. I have a widescreen monitor, and when I play widescreen movies there is still a black area on the top and bottom. It could just be because you're downloading from a torrent. Try renting a DVD and see if it still does the same thing. Then you know it's the file and not the monitor.
