Newbie Dell Inspiron Windows Reinstall

Hello all, new here to your forum. I picked up a Dell inspiron 9400 second hand off craigslist. It works but is VERY slow, sometimes freezes.

Anyway it has Windows Vista installed, I would like to delete ERASE everything and reinstall.

I do not have the disk that would have come with computer.

I am not new to computers, but do not really know all that much about them, so bare with me.
 
The recovery partition may or may not work. We'll see.

Start the computer. Before the Windows boot screen, tap F8 and select "Repair Your Computer". Once it loads, select the language and user. On the main menu you should see "Dell Image Recovery" as the last selection in the list.

If that's not available, we'll need to find you a Vista disc.
 
Ok, I did the tapping f8 upon boot screen. Selected repair computer, but that is all I got. It just loaded normally did not get any other options. Computer still running snail speed.
 
It must have tried running startup repair. So the F8 again but if it starts startup repair, click cancel.
