No Administrative rights when signed in as administrator

Working on a computer with XP Home. I am signed in as the administrator, but whenever I try to do anything (such as disable some start-up programs) that require administrative rights, it tells me that access is denied and i need to be signed in as the administrator. I then booted it into safe mode, signed in as the administrator, and still had the same problem. Thinking this was a virus, I ran system analyzer, but no viruses, trojans, spyware, etc. It came back clean. Did a hardware scan with PC Doc, all hardware checks out fine.

I still think this is some kind of complex virus...is this a virus that my scanner missed? Whatever it is, I just did a clean OS install which, of course, corrected the problem. But, I'd still like to know what was actually causing that issue if possible.

Save it in a convenient permanent folder such as C:\HJT\, double click HijackThis.exe, and hit "Do a system scan and save a logfile".

When the Notepad window opens, do Ctrl-A to Select All, and copy its contents then paste (Ctrl+V) here.
Most of what it lists will be harmless or even essential, don't fix anything yet.
 
Well I already just did a clean OS install, so the problem was just solved that way. I just wanted to know if someone may have known off the top of their head what coulda been the problem.
 
Your computer was most likely infected with couple of Trojans. Those bastards often disable registry, startup and cmd.
