No Bois at start up

I have a Rosewill Radeon 9600 card. When I start up the computer the video takes about 10 sec to come up and I never see anything regarding the video card, all I see is the motherboard POST. I had always thought that late model video cards display their bois or something. My motherboard is an AsRock P4VT8+.
 
Not all of them do, I have a 6600GT and it doesn't display the BIOS on boot but my old TI4200 does.
