No Boot!

My nephew had some puter issues and I thought I could make it work for him but I'm running into a brick wall. He replaced the Mobo and said it wouldn't boot for him so I unhooked all the cables and such and then put everything back where it was supposed to go according to the manual and then tried to boot but I get no post. The fan and all the lights come on but I get nothing on the screen. I tried a different (Known to work) video card and still nothing, tried removing each stick of ram and trading slots, still nothing. The only indication I get toward the possible problem is that the Mobo has a red light and a green light on it and they are both lit. I have never seen a red light lit on a Mobo before but I can't find any info on what that would represent either...any ideas? Oh yeah, Abit IS7-E2G Mobo
 
Were both the video cards somehow 3.3V ? Abit has a feature on it where it prevents startup if it detects a 3.3V card pretty sure that red light means it's a 3.3v in a 1.5v slot. The manual should tell you what the red light really means.
 
They were still making 3.3V cards up into 2000 I believe. The Kyro2 is the last 3.3V card that I have, I don't really know what other cards ARE 3.3V.
 
Does it sound like the computer is booting? (ie. hear the single beep from the PC speaker for a post success) If not, it sounds like a missing ATX12
 
I'll check that out, aren't 3.3V cards pretty rare?
Nope .. quite popular back in the day... and sometimes the boxes can be stupid cuz theirs two types of voltages associated with a video card ... signaling and data (and they are different). Most AGP Pro cards are 3.3V
