No dvd movie...

if you're concerned with quality, i'd use a commercial mpeg-2 codec

simply install a demo of windvd, and the codecs will be installed on your computer. you don't have to use windvd, but leave it installed. then you'll be able to watch dvd in wmp and media center

those freeware codecs that come with the codec packs look like crap

and freeware or commercial, no software codec will look quite as good as an actual hardware decompression, such as that in a dvd player, but windvd will look 10x better than the freeware garbage
 
The codec pack includes the MPEG2 decoder from PowerDVD and a couple other programs. The quality is fine; no different than hardware DVD decoders. The only real difference is that computer monitors are non-interlaced but DVD are interlaced(well, most...) However, a good TV-Out should make the quality the same as a hardware player.
