no fans just heatsinks

you know instead of a cpu heat/fan and a fan for your PSU you can get just heatsinks now for both i was wondering what if it was a really hot day could the heatsinks cope with the extreme condition
 
You would get better cooling if you had fans that cooled down the heatsinks, like 120mm fans. But I think heatpipes would be better.
 
if you want just heatsinks and no fans then look into copper heatpipe cooling, it is silent and has no fans, but rivals some good fans. not too expensive either.
