no operating system found-is this still fixable?

I saw an online seller of used laptop(msi) that has an error on the screen which says "an operating system wasn't found. try disconnecting any drives that dont contain an operating system". She sells it for a very low price ($40). I want to know if this error is still fixable because I want to buy the laptop and I will just reformat it and install a new operating system, win 7 preferably.
btw, i am not a gamer, i will use it for internet browsing and photo/video editing softwares(adobe ps,lr,pr). Is this a good buy? what are the other things i need to consider?
 
As long as the laptop can detect the hard drive all you need to do is reinstall Windows.
 
At that price I would suggest that either there is no hard drive in the machine or that the hard drive is faulty. If either of those is the case then you will have to factor in the price of a hard drive.
