No reduction in temps with aftermarket cooler

Hey guys, I bought a Scythe Musashi for my GTS 250 'cause the reviews looked fairly solid and it was easy to get hold of where I've lived.

The title pretty much sums up the problems I'm having - it still hits 85 at load. It takes longer to get there, and cools off quicker after exiting a game/benchmark, but it still hits and mantains 85 under load. Idle temps have gone from ~62 - ~51.

Any ideas? I've reseated 3 times now, and used AS5 instead of the generic thermal grease. Both fans are on max.
 
Some cards just run hotter than others for now apparent reason. I had two 8800gts's, one maxed at 64c, one maxxed at ~75c.....same card, same cooler, same clocks, same fan speed, same ambient temp.

The idle temps are down now, so thats good. 85c is well within spec of the max of that GPU. I believe around 100-105c is max sustained temps.
