no taskbar or start menu

I have searched the web and tried several things.

I ran task manager and explorer.exe process is running. I closed it and ran it again.

I went to the registry and found the shell data and it is explorer.

I have tried ctrl+esc.

None of these things work!
 
Have you cursored down to the bottom of the screen to see if the Taskbar
is Hidden?

Or, press Ctr+Alt+Del and enter Task Manager again.
File, New Task, Run
Type in "Control Panel"

Check your Taskbar properties.
