No Video on Screen

Alright, so i'm facing this problem for a while now probably 3 weeks or so, whenever I press the power button of my system unit, the light shows up, all the fans start spinning, no error beeps, but there is no video on the monitor. However, i do hear the "ting tong" sound of windows 7 via the speakers which means that the windows boots up but there is no video on the monitor. I checked the monitor on another good working computer and it seemed to work fine. However, if i power the system unit ON and OFF for 2 to 3 times, the video comes up on screen when the boot process initiates. Once the video comes onto the monitor, it works flawlessly. I tried cleaning all the peripherals of the system unit but it didn't help resolve the problem. I'm using a Radeon ATI HD 4850 graphic card. Please help.
 
That is strange. Do you have another video card that you can try in this system? What power supply are you using? And is everything seated properly?
 
No I don't have another video card that I can test on my system. I didnt make any adjustments inside the system unit, this problem triggered all of a sudden. Also, the motherboard doesn't give any beeps either during the post test and it boots with the windows 7 "default" sound which I hear via the speakers. When i opened the system unit it was very dusty so I gave it a good cleanup, still the problem prevails. I've noticed that when there is no video on screen the graphic card fan spins normally, but when the video comes up, it gives a good boost to the fan which spins rapidly there onwards.

I'm using a cooler master power supply of 420W. Is it a problem with my motherboard or the graphic card?
 
Bro, I know it suggests that I need atleats 450W power supply, but as you see, i'm not using any other peripherals on my system and most of the power supply is free, it barely needs a 250W power supply to run in an over clocked mode, those requirements are for those computers which are heavily geared up where as mine is a much simpler module and i've been using it without any problems for the past 21 months :) It's not the power supply, i've tested it at over clocked settings too, what can be the problem?
