Normal behavior for dual monitor?

I am using a tv as a second monitor. I have the settings on extended. When I play my games, I only have it full screen on my monitor, and still have my tv for google and other things if i'm not playing a serious game. My FPS dramatically drop when I have the second screen open though, even though the game is only on the one screen. As soon as I disable the tv, my FPS goes back to 60. Is this just because it is a tv, or just normal behavior?
 
Vsync was disabled. I have 2 examples of FPS with and without tv. First is payday 2. Without It runs ~100, with tv it dropped to 35-45. League of Legends runs 60fps without tv, 30 with.

Didn't think about vsync. I'm new to pc gaming so it never popped in my mind.
