Not booting into BIOS

Just finished assembling my dad's new workstation, and all fans are running and fine, but the bios doesn't show up on the screen. Connected to the monitor through hdmi, and I've tried both the on board graphics card and the graphics card. Just can't figure out the issue

Might need a bios update to support the cpu. 0325 is original and you need 0330 to support the 4790k. Does it just not load the bios but it will load windows?
 
Doesn't show anything on the screen. I put my 4 gigs of 1600 ram into his and it boots, and his 8 gig stick of 2400 ram works in mine. I have yet to put in the second 8 gig stick. Im not sure what the problem is. Should I return the ram and but lower speed stuff?
 
Sorry, one more issue. Everythings up and runnning, installed all drivers, but the computer is running very slowly. Resizing tabs lags a bit, and unzipping files takes a while. This stuff doesn't even happen on my computer. Whats going on? No background programs are running
 
I know for Windows 7 it's really awful and slow when you first install but once all the patches and stuff are in it speeds up nicely. That might be it. Not sure if that's a factor in 8.1 though.
