Not enough power...?

These are my specs:
P4 2.4
1GB RAM
512MB Radeon (plugged to power supply)
CD-RW 1... etc
CD-RW 2... etc (new)

After I installed the CD-RW 2, I noticed that my system is running a lot slower.

These are my power supply specs... at least that I can read (yeah, now you see why I'm asking):
DC Output
+5V -5V +12V -12V +3.3V +5VSB
30A 0.3A 15A 0.8A 28A 2.0A

Can it be lack of power? Do I need to upgrade my Power Supply?

Yeah, you need a new PSU even if that isn't causing the slow down. You only have 15A on the +12v which is pretty bad(can cause random restarts). Do you have budget for a new PSU?

Just to make sure you don't spend any money you don't need to, have you run any spyware/anti-virus scans to make sure that isn't the problem? Have you taken out the 2nd CD-RW and noticed any difference? Is your computer custom built or was it bought from a company like Dell or HP(a new PSU may not fit into a Dell or HP case)?

I've disconnected the CD-RW 2 and returned all the power cables to their previous locations, but same thing.
Could it be that a section of my video card became damaged? I got it about a week ago. Is there any way to test video card integrity?
I've never bought pre-built, even though I don't know much, I always custom build them myself.
Good idea about the scan! I'll run a full scan, even though I've never detected any weird processes running. I've already cleaned my disk and defragged, but that didn't do much.
Also, the room where the PC is at is very hot. The CPU Temp is 47°C and M/B Temp is 33°C. Is this normal, or am I at the high end? I think 70°C is pushing it, but is that right? I'm planning on getting an extra fan and cutting out the perforations on the case for extra air intake.

I have a CPU Fan with Heat Sink and my Radeon x1600 has its own fan. I just bought a 3" fan for the case with an air flow of 0.9m³.
I tried to run an antovirus scan, but after 2 hours it didn't advance a thing and had to shut it down. And the reason being is that my processor is off the charts! Everything and anything I open, be it Photoshop, Explorer or Calculator, both Processor and Kernel max out at a 100%. This never happened before. Any ideas?

maybe an infinite loop virus? do programs your trying to delete ever say stuff like, " cannot delete: this program is being used by another person or process"??? cause i had a problem like that, had to get rid of old hard-drive and get new os

Getting a new OS has nothing to do with this....and you shouldn't have had to anyway.

Yes you need a new power supply. Is it slowing your system down? I really doubt it.

i had to get a new one cause my old hd was unsalvageable from virus's. but w/e i see your point and agree

Its solved! ...but I don't know why.

I got myself a DVD/CD-everything-writer, a case fan (with blue lights... yeah?!) and a Maxtor 250 GB HDD.

Before I pluged them in, I disconnected all my IDE and Power Cables and repositioned and reconnected everything. Voila! My computer is running way too fast. Faster than before, which I credit to my new HDD since my old 40Giger was topped at 35Gigs used and undefragmentable.

Now, the only question that remains is... what was it?

Thanks for all your help and comments people!
