NSTC to PAL?

I have a Canon ZR85 camcorder that was bought in the USA - it uses NSTC.

I am now attempting to transfer video images from dv tapes recorded on the ZR85 to dvd using a Philips DVDR3480 which was purchased in the UK.

However, although I can view the images on my tv when I go to record them on dvd I get a message "TV system does not match". I assume that this may have something to do with PAL ve NTSC but I cannot find any help on this subject.

Can anyone please help me?

I'd use a capture card of some sort. The computer shouldn't care what type of video's coming in, then it could be converted to whatever format you wanted. I know there are video converters, but they usually aren't that cheap. And as for your current problem, it is strange that you can view the image but not record it. Perhaps something with the higher resolution and all doesn't match up with the encoder so it won't record...? I'm not really sure though, I've never tried to do such a conversion...
 
I think he means that when he can view them he has the camcorder plugged straight into the TV, but when he plugs it into the DVD recorder it doesn't work. Most newer TVs will support the higher NTSC frequency as well as PAL, and maybe the recorder doesn't. You're probably better off getting a capture card for your computer though like the other one said because it will support PAL and NTSC and you can edit the videos as well.
 
im guessing but i would like to try. save as an image file or iso. then burn the image. my guess it will convert to pal with any domestic software. Software like dvdsanta works well for merging and conversion from one to the other.
image files burn very fast if your making several copies.

Basically I am in the UK using a ZR85 that was originally purchased in the US. The camcorder does work in that it will record images and audio on to mini dv tapes. I can then watch the recorded video on the camcorder using the little screen on the camcorder.

I can also connect the camcorder via analogue cables (as opposed to dv/firewire) to my television which I purchased in the UK - this allows me to watch the recording on the tv. I can also connect the camcorder to a UK VCR (VHS) or a UK dvd recorder (Philips DVDR3480) using the analogue cables and watch the recording on my UK tv.

However, when I attempt to record the images that I am watching on the tv - if I am using my VCR at best I can only get a black and white image as opposed to colour but on some VCRs I only get a fussy picture with very slow sound.

If I attempt to record the images using the Philips DVDR which is configured for region 2 I get the message "TV system does not match" and I cannot record at all. I have found the code to reconfigure the DVDR to region 0 but this makes no difference nor does setting it to region 1. Apparently the Philips DVDR can play region 2 NTSC and PAL DVDs. If I have set the region to anything but 2 I cannot watch region 2 DVDs.

I have attempted to transfer recordings via dv/firewire to my pc where I have Windows Movie maker. However, I have had limited success. One dv cable appears to only work intermittently and when I got another I could not copy the recording to DVD but this may be because I am really a novice and unfamiliar with Windows Movie Maker and most of the technical pc stuff. I have not yet attempted to convert the file that I managed to store on my pc from NTSC to PAL which seems to be the thrust of your last suggestion.

I would really like to just be able to transfer to DVD via DVDR as it would hopefully be simpler that using the pc. I have searched the web and seen references to NTSC to PAL converters which seem to receive a video input using analogue cables (yellow, red and white) and then presumable produces a PAL output via similar cables but the web references do not clarify if my assumption is correct.

Have any of you any experience of the NTSC to PAL converters or now that I have expanded on my original posting can you offer any more assistance?

However, having looked on the web at the dvdsanta.com website to find the appropriate contact details I have now found that their email addresses are not accepting emails.

Consequently I cannot contact them to buy the product which is not on sale in the UK to the best of my knowledge.

This is proving difficult even with your assistance. However, I will persevere.

If you have any further comments please post them, e.g. will the application Nero do the same as dvdsanta?

What NTSC spec is it? 29.97? or 23.976? If you're going from 29.97 to 25fps that's a bit easier (IIRC) than 23.976 -> 25 (i.e. it's easier to kill frames than to try and do a pullup which often results in out of sync issues)
