anyone on the 3mb service should be upgraded to 10mb by the end of this year, and at no extra cost, AND the cap has gone up to 75GB a month.
anyone on lower tiers will follow suit, up to 10mb, early next year (hopefully)
so eventually, all 1.9 million NTL broadband customers will have 10mb broadband at no extra cost, and instead of paying for speed, you pay for monthly usage.
aswell as this, they are offering uncapped services, but at a lower speed.

5mbps, but thats PLENTY for me, and at least I have no cap on bandwith.
