Don't get those. Get either the Nvidia 8800GT or the AMD 3870. Use newegg's search field to find them. They are both great cards at great prices.

They wont drop much, low-end cards tend to stay around the same price for quite some time, it's usually just the new high-end cards that have significantly lowered prices when a new card comes out.

No, you will have to go with a low powered card, or upgrade your PSU. I suggest upgrading your PSU and getting the 8800GT or 3870. A PSU to support those cards doesn't have to cost more than $50 or so. Look on newegg for them.
