You raise the Bus in the motherboard BIOS, which in turns raises the clock speed and FSB of the CPU. You also raise the memory speed as well, and on older motherboards, you also raise the speeds of the PCI, AGP, SATA, and other ports.

You enter the BIOS by pressing F2 or DEL when you see the POST screen (the first screen that comes up when you turn on a PC).
