No, the video card is OC'd in Windows. If you have an nVidia card, you can OC using RivaTuner or Coolbits. If you have an ATI Card, you can OC using RivaTuner or ATI Tool.

Nope, there's software for the different brands. Coolbits is the most popular for Nvidia cards.

There are two major companies that make gpu's, ATI and nVidia, Sapphire is just a company that buys those GPU's, they don't make them.
