OEM Copies Of Windows Question

Just a random quesstion, OEM is ment for system builders, so if a person build and sell computers with windows preinstalled, would the vender have to give there customer the disk or could they use the same disk/key on another build?

As far as I know the disc doesn't matter its the key that matters.

Yeah...I get a CD and multiple licenses. It's less expense and less clutter.
