OEM or Retail

Are you referring to OEM vs retail version of operating systems? If so, I personally would go with OEM, Windows will have the same number of features you are really just getting the CD only and not the packaging or documentation.
 
It always depends on what your buying, if it's a CPU you will get no stock HSF, OS's no packaging and manual, ect.

Thanks for your reply. It's for my PC for my nan. So now I know which CPU to get (although I don't build PC's I will find one online) Do you know any good PC's for basic needs?

My nan doesn't want a dell. She thinks that technical support is a bit rubbish. I'm going to go with computer planet UK site. Computer planet is cheap and the prices get lower and lower, but then they rise back up again. And you can even buy the PC without a monitor or mouse.
