I'm about to place my order, but will an OEM disk for Vista work fine if I am building a computer from the ground up? Also what are it's limitations?

It will work fine. The only limitation is that you can only install it on one PC at a time. People will tell you that it's tied to the mobo, and that's what the user agreement states, but you can get around that. If you swap the mobo, you can reactivate the license on the new mobo by calling Microsoft.

Yes. You just have to tell them that you destroyed the old pc.

I never had a problem with that when my old motherboard went bad. Hmm. Didn't know MS did that. All I did was installed the new board with the new hard drive and away I went. MS will more than likely just renew your key if that ever becomes an issue. Although I have never had that problem and I have had to reinstall vista a few times lol.
Yup say the motherboard died..needed replacing
Why get Vista though?
I honestly recommend you download and use Windows 7 instead and purchase it when its released.
Its much better.

It would indeed be smarter to use the free Windows 7 copy until next year.
Then you can decide which OS you want to purchase.
