I'm about to place my order, but will an OEM disk for Vista work fine if I am building a computer from the ground up? Also what are it's limitations?
It will work fine. The only limitation is that you can only install it on one PC at a time. People will tell you that it's tied to the mobo, and that's what the user agreement states, but you can get around that. If you swap the mobo, you can reactivate the license on the new mobo by calling Microsoft.

Why get Vista though?
I honestly recommend you download and use Windows 7 instead and purchase it when its released.
Its much better.
