Office 2007 system admin template

once you download the admin kit for office 2010 or 2007 you copy and paste the .ADMX extensions in this path - %systemroot%\PolicyDefinitions\

and the .ADML extensions you copy and paste in this path - %systemroot%\PolicyDefinitions\en-US.

BUT for server 2003 you copy and paste just the .ADM extension to here - SYSVOL Location\Domain Name\Policies\{31B2F340-016D-11D2-945F-00C04FB984F9}\Adm
 
There is a difference to the location of .adm or .admx files between server 2008 r2 and server 2003.

Personally I have never bothered copying anywhere. I normally just create whatever GPO I need and open the ADM/X files when editing the GPO. I let AD copy the files to the appropriate location for replication out to other DC's.
 
P.S. No you do not need to install office onto the server.

Actually I normally install all the administrative tools and consoles onto my workstation and avoid jumping on the server wherever possible.
